Not enuff cold-cranking amps on your battery. Try a fresh battery. Just coz the lights come on, doesn't mean the battery's strong enough to power the starter. Remember, starting an engine via the flywheel takes a some grunt.
However, I may be mis-reading your statement by saying it won't "turn over and actually start". If it does continually turn over, the starter is doing it's job. I'd start lookin at which way you installed that fuel filter perhaps ... also, a poorly connected MAF plug will allow you to turn over the engine repeatedly but fail to actually start properly (except for NT's ... funny, you don't have to have the MAF plugged in ... you get a CEL, but it still runs just fine
