basically all you have to do is place the bumper in position and mark the spot it should sit.  Find some angle iron or something similar and if you don't want to weld just use bolts and washers to secure it to the body at the position you previously marked.  Use silicone to seal up bolt holes

I figured out the wiring for the most part.
The problem I am having is that the Talon has a Green w/ Red, and Green w/ Blue wires for the turn signals Right and Left, and a Green wire for the Brake Lights, since they run on separate bulbs in the Talon.
The Eclipse on the other hand has Grey w/ Red, and Grey w/ Blue for the Brake/Turning lights.
So I need to connect a Green wire, and the Green w/ Red wire to the Grey w/ Red wire
And the Green with, and the Green w/ Blue wire to the Grey w/ Blue wire.

Personally I prefer using diodes on leads like this so that I don't charge back to the brake light fuse when I put my turn signal on, or vice versa.
I forgot to take pictures along the way, cause I was just cutting and splicing wires. But I'll do up a diagram maybe at some point.
