If one of your balance shafts is fucked, it's time to pull the block and re-do the bearings/seals.

do it before you do any further damage to your block.

You can get the seal for something less than $6 at lordco.  Hopefully that is just the problem.

A balance shaft seal doesn't just "fail"

especially on a "freshly rebuilt" engine

Most likely it's an assembly problem that has cause the bearings to FAIL and allow enough shaft movement to take out the seal.

Realistically, your car has been running for a few months

For a seal to just all the sudden fail is very strange, do a search and I bet you wont come accross this as being common

Assuming it got oil on your timing belt, be prepared to replace that too.

Do an oil change, I bet on metal and lots of it in your oil pan

so can i just cut the balance shaft belt and like seal it closed with like soem jb weld or soem thing like that cuz i really don't have any more time or money to be pulling my engine apart again and shit like that.

Update:
Alright so i losened the BALANCE SHAFT TENSIONER and i took off the BALANCE SHAFT NUT and used a NEEDLE NOSE plyer to wiggle out the BALANCE SHAFT and the bBALANCE SHAFT  came out about 1-2 cm and when it came out it started leaking oil like a oil fountain. I don't know what is up with that but any one now?

Why do you ask for advice if you are not going to follow what is given....
You can't just cut the BS belt as there is a front and rear shaft, one is driven off the oil pump, this is why you need a stubby shaft when you eliminate your Balance shafts, the front shaft is what is driven by the belt.
If you have a damaged bearing in the engine it will cause a reduction in oil pressure causing damage to other conponents.
Fix it proper or you risk losing the whole engine, and the turbo as well.
Fix it or park it.

And it is normal for it to move quite a bit in and out, not to the extent of 2 cm, but I'd say 0.5-1cm.  I remember being alarmed when mine did this, and somewhere I found that it was normal.  I just had a quick look on the vfaq timing belt install and didn't see it mentioned, but you can probably find it, somewhere.  There should be the sleeve that goes over top of it that makes everything flush when you put the sproket back on.

IMHO if you have to glue the seals in you have major problems somewhere.

Look Darryl, you can ignore what anyone says and just glue the seal back in, but know that it popped out for a reason.  That reason is probably linked to the excessive play in your balance shaft (hope you don't expect the seal to hold the shaft in place), and that is probably linked to some internal issues.  A very cheap check now is to change your oil, look for metal in the drained oil and filter.  You asked for advice, now listen to what these guys have to say.

I'm DONE I'm fixing this problem and Selling it. And i did replace the balance shaft and bearing because the old bearing was screwed. and the old balance shaft took alot of that damage so i just put new ones in and got a shop to press the new bearing in.
