my friend just got a 16g Turbo about 2 months ago and just today he replaced the spark plugs because his were shot. Before his car kind of messed up on him it wouldn't even boost. since he put those new spark plugs in it only boosts up to 10 psi and before he was running it at about 18. don't know what else the problem could be.

does he have a boost controller?

NM then, I missed that, oops.   ~10 psi is what the wastegate will do with no boost control is why I asked.

about 2 days ago his car was running fine at 18 psi. yesterday his spark plugs were shot and it wasn't even running any boost what so ever and it was bogging between 1000-3000 rpm. he replaced his spark plugs and his car ran fine, but it wouldn't boost past 10 psi. so that means he's missing out on 8 psi am i right? if he had a hole in his downpipe would this effect it?

A hole in the DP won't matter any, it would actually help spool the turbo.  You probably have an intake leak somewhere.  Do an intake leak test.

So he was boosting 18psi and all of a sudden one day he has shot spark plugs.  What do you mean by shot spark plugs?  Preignition or detonation shot?  Sudden spark plug failure is a cause for concern.  Other than that, wastegate actuator leak or something?

like the spark plugs were going off at different times and it was like stuttering or something. then he got new spark plugs and it ran smooth again, but he only boosting up to 10 psi rather than 18.

if they're firing at different times it has nothing to do with the spark plugs... I don't think sparkplugs are your problem here
