you need a good strong 12v on the big starter terminal all the time.

you need a strong 12v on the small starter terminal only when its in crank position.

If both of those conditions are met, and no start, you MOST LIKELY need a starter.

it could be a high resistance in the battery cable(big one that goes to the starter)or one of the main grounds too, but I would lean towards the starter if the cables look decent.  Again tho, test with a test light for good strong glowing test light, same as if you go across the main terminals of the battery.  no key on needed for the main big terminal on the starter, and key in crank for the small one.
