When I am driving, especially on cold nights, my car will not reach Normal Operating Temp. It reaches it only when I come to stop at a light for a while. Then, when I start moving again the temp will drop below N.O.T. significantly. What does that mean?

If your car also takes a really long time to warm up, it probably means you've got a busted thermostat.
