Yes and yes.

Well, actually - the turbo you already own is best bang for the buck - you could port it and the O2 housing - that only requires your time

Best bang for your buck? Yes.

3" exhaust, is always higher up in the mods list then any turbo. Yes.

How about additional fuel and control? Got that too or is it on its way? Or are you going to run low boost?

i was forced in to a turbo upgrade before exhaust because my turbo called it quits on me and i can tell you that it isn't a good idea to upgrade the turbo before exhaust and some other supporting mods like fuel control....i can tell you from experience...right now i have major fuel cut and i'm having to buy tons of parts all at the same time
just my experiences

hmm...on the opposite end of the spectrum, I was also forced into a turbo upgrade before I was ready for it. I'm running a small 16g at 17~18psi and not getting any fuel cut or knock on 94 octane. Stock exhaust, stock fuel system.

Exhaust is definitely a huge restriction at this point though; you can practically feel the car wanting less backpressure. And I figure once I get exhaust, I'll start getting fuel cut...but as is, no major problems :)

And to repeat everyone else; evo 16g is a damn sweet turbo, and if you can afford it get exhaust first.
