2g fuse box question

So I've moved my battery to the trunk and have a manual reset circuit breaker fuse and distribution block
I'm running the 4 white wires from the fuse box to the distribution block when I noticed one of the white wires has been spliced into a white/red wire; wrapped in black goo! And covered in very sticky gray tape. This gray tape and black goo seem to be common along the main wire bundle leaving the fuse box.

Question is; is this Normal??

Well it works so should I even both  ??? ??? ??? I can only imagine  :(

well i looked at a lot of 2g wiring pics and this seem common a damn splice, a mechanic at chrysler told me he has seen it many times?

trace them to under that box..  it will go up right into the relay it operates. Those relays are all labelled on the box cover.  If you find out what relay they go to it could hint as to what additional wires may have been ran. Some relays are triggered at different times.
It might be for rad fans? fog lights? Whatever they want to run power to.

Ya im gonnna open up the other ones this weekend and see whats going on, then decide what to do. At least i'll heat shink them all nice and purdy! ;D
