Depending on how deep the scratches are/how bad the yellowing is, you might want to wet sand it first with 1200 then 2000 grit sand paper.  Polish it up with Mother's metal polish and it'll look good as new.

Just curious if you could apply this same process to the windshield as well?

No, the windshield is glass, the headlight is plastic.  You need special compounds for polishing glass.

i ordered some plastic polish a few years ago and a special soft buffing wheel, my old talon had yellow headlights they were so bad, so i wet sanded up to 2000 grit then buffed it with the wheel and they looked brand new. Stuff i got was from the eastwood company

I recommend clear coating them after you polish them. I cleand mine up nicely but they turned yellow again a few months after, so I cleand them up again and clear coated them. 8 months and I've yet to see any discoloring. :D

I recently power wet sanded with 500, 1000, 2000, 4000 grit, then power buffed with fine cut cleaner and then again with clear plastic polish.  They look pretty spiffy now.

I used a 5" foam padded velcro disc for my power buffer, then put the sandpaper on that.  Only took 10 minutes each start to finish.

On my beater colt I did the headlights with wet/dry sandpaper to 4000 grit and some plastic polish to follow it up.  It helped, but next time I would definetly recommend doing the inside as well.

Doing the inside as well as the outside it will look pretty much new.
